The Lisbon Treaty entered into force in 2009 and created the legal basis for a new post-carbon energy regime in the European Union. New institutions have been built to prod, corral and motivate government, business and society to create innovative energy solutions. The EU's 2050 low carbon roadmap establishes the commitment to decarbonize energy generation and foster an 80%to 95% drop in greenhouse gas emissions by 2050.

This presentation will analyze the new governance structure established to build a post-carbon future. Emphasizes placed on examining technological innovation, risk mitigation and commitment by society, these are essential to create real world action outside EU and Member State institutions.
